WARFP Ghana Implementation Strategy

The approach taken in the Ghana Fisheries and Aquaculture Development Plan, which also guides the Ghana WARFP project, is to freeze the capacity of the artisanal sector at current levels and sequentially reduce vessel capacity in the industrial and semi-industrial sectors.

Once the capacity reductions are introduced and effective management systems are operating, value added investments can then be targeted at the artisanal sector and remaining industrial sectors.

The aim is for benefits to accrue primarily to the artisanal sector and local communities as a result of phased effort reductions, allocation of long-term and transferable licences, and development of community based fisheries management programs.

During the effort reduction process, current capture fisheries production levels will be maintained and aquaculture production levels increased.
